Before contingency removed, could almost complete building of Stations 2 and 3. With contingency removed, need to reduce scope further:
Option 1: Finish station 2 (procure parts and build) which would allow LANL factory to then be closed down. Work on Station 3 when/if contingency is freed up. -- 456k
Additional costs: Manpower and factory costs at BNL which are not being used
Option 2: Procure parts for stations 2 and 3, temporarily close down both factories and start building chambers when/if contingency is freed up. Would probably still need to keep paying some essential people -- 551k
