setup and test protube module at SeaQuest

Summary:

ArCO2 gas flow @2SCFH;
Volume of a 16-tube module:  (pi*1/12ft)^2 x 12ft x 16 = 4CF.

operation point:  HV = 1900V (I = 60nA)

Typical analogy signal directly measured on the tube output:

~O(500mV) measured with 1M probe on the scope; 

rising time: ~1uS
trailing time: ~200uS
